As part of the 2026 activity plan at the Post Graduate Institute for Accounting and Financial Studies/University of Baghdad, and under the patronage of the Dean of the Institute, Certified Public Accountant Asst. Prof. Dr. Ali Mohammed Thajil Al-Maamouri, the Continuing Education Unit organized a training workshop entitled “The Structure and Requirements for Preparing Audit Reports” on October 7, 2026. The workshop was presented by Ms. Hadeel Khalil Shaalan, Head of the Administrative Control Division, Ms. Sarah Abdul Salam Marai, and Ms. Ghufran Ahmed Mohammed, with the participation of a number of accountants, auditors, and professionals working in the field of auditing and control.

The workshop aimed to address several key objectives, most notably:

1- Introducing the legal, administrative, and technical requirements necessary for responding to observations and inquiries from the Federal Board of Supreme Audit.

2- Clarifying the mechanisms for analyzing and categorizing audit observations, and identifying the documents and data required to address them.

3- Developing skills for drafting precise, formal responses supported by evidence, documentation, and accounting records.

4- Enhancing coordination among the accounting, auditing, and oversight departments in preparing responses and ensuring the consistency of the data and information provided.

5- Explaining the processes for handling financial and administrative observations and irregularities, and defining the corrective actions to be taken in response to them.

6- Developing skills in preparing official correspondence, tables, and schedules to support responses, ensuring that all information is complete and accurate.

7- Identifying common errors made when responding to regulatory inquiries—and learning how to avoid them—to reduce the recurrence of audit findings.

8- Enhancing the efficiency of tracking regulatory observations and documenting the actions taken in response to them, thereby facilitating prompt follow-up and improving both financial and administrative performance.

The workshop’s outcomes included an understanding of the fundamental structure for preparing oversight reports, the acquisition of skills necessary to draft them accurately and systematically, and the enhancement of the ability to formulate observations, findings, and recommendations. Participants also learned about key requirements and guidelines that must be observed—all of which contribute to improving the quality and effectiveness of oversight reports and elevating professional performance standards.

Organizing this course is part of the broader efforts of the Institute—and the University of Baghdad as a whole—to develop administrative and professional competencies and strengthen the capabilities of staff across all university departments. This initiative aims to foster a work environment capable of keeping pace with the challenges and developments within administrative and academic operations.
