The Post-graduate Institute for Accounting and Financial Studies

The Institute in Brief:
was established at the University of Baghdad in the Ministry of Higher Education and Scientific Research under Article (1) of the Institute’s law No. (33) For the year 1999.
The Institute aims to prepare specialists in (account control), (cost accounting and managerial accountant) and financial disciplines (banks, taxation and insurance) under Article (2) of the Institute’s.
The Institute is managed by a council called (the Institute Council) according to Article (3) of the Institute’s law   consisting of:

  • Dean of the Institute – President.
  • Associate Dean – member and rapporteur.
  • Heads of scientific departments – members.

A representative of each of the Ministries of Finance, Industry and Minerals, the Office of Financial Supervision and the Central Bank of Iraq, who are specialists in accounting and financial matters, with a level of no less than a general manager – members
Condition for belonging to the Institute:

  • The applicant for affiliation with the institute is required to have the following academic and practical qualifications according to Article (7) of the institute’s law.
  • The student must have a preliminary university degree in accounting.
  • To have practiced the profession that his certificate qualifies him to practice for a period of not less than two calendar years.

Awarded Certificates: –
The Institute grants the following certificates according to Article (8) of the Institute’s founding law:

  • Certificate of Chartered Accountant
  • Certificate of cost and administrative accountant

Higher Diploma in the following specializations:

  • Banks
  • Taxation
  • Insurance

Scientific departments:
First: – Department of Accounting Studies
The duration of study at the institute for the purpose of obtaining a certified chartered accountant or a cost and managerial accountant certificate is not less than (4) four years and not more than (6) six calendar years according to Article (9) of the Institute’s founding law.

  • Each academic year includes a period of no less than (25) twenty-five weeks in which the student receives theoretical lessons and a period of (25) twenty-five weeks in which he exercises practical training.
  • The student presents an applied research in his field of specialization, after completing the requirements for lessons and practical training, which is prepared and discussed in accordance with the instructions issued by the Council.
  • Chartered accountant certificate and a cost and managerial accountant certificate granted under Article (10) of the Institute’s founding law No. (33) For the year 1999 is the highest professional certificate in the field of specialization, the holder of which enjoys all the rights and privileges of a doctorate from the date of obtaining it.

Second: Financial Studies Department

The duration of study at the institute for the purpose of obtaining a higher diploma is not less than (2) two years and not more than (3) three calendar years according to Article (11) of the Institute’s founding law.

  • The Council determines the number of theoretical study weeks and the weeks in which the student exercises practical training in the field of specialization.
  • The student presents an applied research in his field of specialization, after completing the requirements for lessons and practical training, which is prepared and discussed in accordance with the instructions issued by the Council.
  • A higher diploma certificate granted under Article (12) is equivalent to a master’s degree and grants its holder all the rights and privileges of that certificate from the date of obtaining it.
