The Department of Accounting Studies at the Post-graduate Institute for Accounting and Financial Studies at the University of Baghdad discussed the research titled(Auditing joint operating contracts to achieve the best use of available resources and its reflection on disclosure in the financial statements) for the student Abdullah Taha Masood to obtain chartered accountant certificate, which is the highest professional certificate in the field of specialization, and its holder enjoys all the rights and privileges of a doctorate degree.
The study aimed to collect and analyze data, study a sample of joint operation contracts in the General Company for Iraqi Ports, as well as examine and analyze the documentary set, documents and data related to those contracts, and design a proposed audit program to audit joint operation contracts in the General Company for Iraqi Ports and implement it. The research sample was represented by joint operation contracts concluded by the General Company for Iraqi Ports with the private sector for the period (2009-2022).
The study concluded that there are no integrated studies of the economic feasibility of joint operation projects that should include the objectives of those contracts, their importance and their role in supporting the company’s activity, and failure to take into account the interest of the (state), represented by the (General Company for Iraqi Ports) in terms of determining the (share) of the General Company for Iraqi Ports from the revenues of returns and wages within the activity of joint operation contracts when concluding those contracts and their appendices.
