The Department of Accounting Studies at the Post-graduate Institute for Accounting and Financial Studies at the University of Baghdad discussed the research titled(Auditing of Public Financial Management Using the Public Expenditure and Financial Accountability (PEFA) Framework and Its Role in Enhancing the Fiscal Discipline of the Federal Budget-An Applied Research) for the student Nawres Salam Hatem to obtain chartered accountant certificate, which is the highest professional certificate in the field of specialization, and its holder enjoys all the rights and privileges of a doctorate degree.

The study aimed to adapt an internationally recognized framework for evaluating public financial management to the local financial context and apply it to the evaluation and auditing processes of public financial departments in the country. The goal was to identify the sources and causes of weaknesses in fiscal discipline, particularly within the state budget, and to utilize a mix of available external audit methods to conduct the audit process and enrich evaluative recommendations and implementation guidelines. These recommendations would address areas of irregularity or deviations and reinforce positive practices.

The study concluded that there is no specific guide outlining the requirements for fiscal discipline, which is crucial for ensuring the stability of the country’s financial situation. It also found that the Public Financial Management Evaluation Framework issued by the Secretariat of Public Expenditure and Financial Accountability is a dynamic document adaptable to the local context, and its findings can be utilized in conducting various external audits.
