Asst. Prof. Dr. Ali Mohammed Thajeel Al-Maamouri—Dean of the Post-Graduate Institute of Accounting and Financial Studies at the University of Baghdad and a certified accountant—participated in a meeting of the committees responsible for preparing the program and performance budget. Chaired by the Minister of Finance, the meeting was attended by members of parliament, a delegation from the Kurdistan Region, the Governor of Salah al-Din, and representatives from various ministries, governorates, and government bodies on Thursday, September 3, 2026.
During the meeting, participants reviewed the progress made in the budget preparation stages in accordance with approved timelines and discussed the outputs reached by the working groups, as well as observations and proposals submitted to fulfill the project’s requirements.
The Minister of Finance noted that the Ministry has made significant strides in completing the requirements for preparing the programs-and-performance budget, explaining that this shift aims to move the focus from the volume of financial allocations to measuring achieved results and objectives by linking budgets to programs, projects, and performance indicators.
He called for bilateral meetings in the coming days between the committees responsible for budget preparation and the Kurdistan Regional Government delegation, emphasizing that full transparency in disclosing financial data and revenues is a fundamental prerequisite for achieving a realistic and accurate budget.
These meetings are part of an ongoing process to finalize the program and performance-based budget draft, laying the groundwork for a gradual shift in the methodology used to prepare the state’s general budget.
The participation of the Institute’s Dean in this meeting underscores the academic and professional role played by The Post – Graduate Institute for Accounting and Financial Studies in supporting the country’s financial reform processes, developing financial and accounting management tools, and strengthening partnerships between academic institutions and government bodies regarding matters related to fiscal policy and public budgets.
