Under the patronage of Her Excellency the Minister of Finance, Ms. Taif Sami Mohammed, the Financial and Accounting Training Center at the Ministry of Finance held its fifth annual international scientific conference, entitled “The Future of Financial Markets in Iraq in an Era of Contemporary Transformations.” The conference was supported by the Central Bank of Iraq and held in cooperation with the Post-graduate Institute for Accounting and Financial Studies at the University of Baghdad, the College of Administration and Economics at Al-Mustansiriya University, the Technical Administrative College – Baghdad (Middle Technical University), the College of Business Economics at Al-Nahrain University, Ashur University, the National Pension Authority, the Iraqi Securities Commission, the Iraq Stock Exchange, and Al-Nasik Islamic Bank for Investment and Finance. The conference took place on December 10-11, 2025, at the Financial and Accounting Training Center.

The conference was attended by the Governor of the Central Bank of Iraq, Dr. Ali Mohsen Al-Alaq, the Chairman of the Iraqi Securities Commission, Professor. Faisal Al-Haimas, the Advisor to the Prime Minister, Dr. Mazhar Muhammad Saleh, the Advisor to the Prime Minister, Dr. Saleh Mahoud, the Director General of the Financial and Accounting Training Center, Dr. Ahmed Jawad Al-Dahlaki, the Chairman of the Conference Preparatory Committee, the Dean of the Post-graduate Institute for Accounting and Financial Studies, the chartered Accountant, Assistant Professor Dr. Ali Muhammad Thajil Al-Maamouri, the Director General of the Investment Department at the Central Bank of Iraq, Dr. Muhammad Younis, the Director General of the Pension Fund, Dr. Haider Jassim, as well as a number of deans of colleges, faculty members and researchers from inside and outside Iraq, in addition to a group of experts in the financial field and a number of employees of state institutions.

The conference, “The Future of Financial Markets in Iraq in an Era of Contemporary Transformations,” organized by the Financial and Accounting Training Center, focused on five main themes. The first theme addressed the role of financial markets in mobilizing savings. The second theme explored the integration of financial markets with the banking system and monetary and fiscal policies. The third theme examined innovation and investment in financial markets, while the fourth addressed contemporary transformations (digital and geopolitical impacts). The final theme focused on reforming the legislative and regulatory framework for financial markets.

The conference aimed to identify local and international transformations affecting financial markets, develop strategies to capitalize on them, and promote modern financial innovations that support financial markets in Iraq.

It also sought to highlight cooperation among relevant stakeholders to improve the future of financial markets and to review solutions to the challenges facing their operation.
