The Department of Accounting Studies at the Post-graduate Institute for Accounting and Financial Studies at the University of Baghdad discussed the research titled (Auditing the Performance of the Electricity Sector According to INTOSAI Standard (3000) and its Reflection on Sustainable Development Goal 7-Applied Research) for the student Basim Mutlak Saleh to obtain chartered accountant certificate, which is the highest professional certificate in the field of specialization, and its holder enjoys all the rights and privileges of a doctorate degree.

This study aimed to present a proposed performance audit program that links audit procedures to the indicators of Sustainable Development Goal 7 (SDG 7) (Affordable and Clean Energy), specifically for auditing the performance of the electricity sector in the Middle Euphrates region according to INTOSAI Standard 3000 (Performance Auditing), and to demonstrate its impact on achieving SDG 7.

The study concluded that there is no comprehensive performance audit program that meets the requirements of INTOSAI Standard 3000 (Performance Auditing), and that performance auditing is weakly implemented independently by regulatory bodies. Furthermore, the study identified institutional and structural deficiencies, weak governance and legal compliance, high technical and commercial losses, weak measurement systems and data reliability, and inadequate financial and pricing planning.
