The Dean of the Post-graduate Institute for Accounting and Financial Studies , Chartered Accountant, Assistant Professor Dr. Ali Muhammad Thajil Al-Mamouri, chaired the third session of the third annual international scientific conference (Public Finance – Challenges of Reform and the Trend towards the Digital Economy) of the Financial and Accounting Training Center at the Ministry of Finance, in cooperation with the College of Management and Economics / Al-Mustansiriya University and the College. Administrative Technology – Baghdad / Central Technical University and College of Business Economics / Al-Nahrain University and the Higher Institute for Accounting and Financial Studies / University of Baghdad, with support from the Central Bank of Iraq, the National Investment Authority, the General Authority of Customs, the General Authority for Taxes, and the House of Wisdom for Training and Consultations for the period 20-21 December 2023 in the center Financial and Accounting Training – Al-Bayan Hall for Conferences and Seminars. The conference was attended by the representative of the Minister of Finance, Dr. Ahmed Jawad Al-Dahlgi, Director General of the Financial and Accounting Training Center, Chairman of the Preparatory Committee for the Conference, the Governor of the Central Bank of Iraq, Dr. Ali Mohsen Al-Alaq, the Advisor to the Prime Minister for Financial Affairs, Dr. Mazhar Muhammad Saleh, and a number of experts in the field. Public Finance and a number of employees of the Ministry of Finance, as well as specialists from state institutions, professors, academics and researchers from universities and associations.
The conference aimed to evaluate the tax system, enhance its role in maximizing public revenues, and identify the obstacles facing the customs system and border crossings and the requirements for its reform. It also seeks to adopt modern trends in preparing and restructuring the state’s general budget, as well as determining the requirements for the sustainability of public debt and enhancing fiscal space.
The conference reached a set of practical and scientific recommendations based on a clear, deep vision and a peaceful methodology for reform that would contribute to reforming public finances in Iraq.
